Add general rules. ( #254 )

- Applies to the whole project, not just the forums as what we had
before
- Includes what to do to report problems
- Move communication matters at top of the page
- Merge the forum section with the general one, these rules apply everywhere
- Add a warning in the mailing list section that posts cannot be edited or deleted
- Various changes to the wording

* Setting history straight: it's named Haiku because of a public poll,
not because we honour our ancestor. Added list of final poll
candidates. (Those make me happy that "Haiku" was chosen... :) )
* alpha -> beta
* Use https:// where possible
* Use italic formatting for all Haiku apps and prefs
* Replace "ThinkFree" with "LibreOffice" and move GoBe tot he bottom
of the list of office suites.
* Up the minimum RAM for 32-bit from 192 MiB to 256 MiB.

A while back I did a modified "Get Haiku" badge for the beta
release. I changed it a bit and propose it here once more, esp.
after PulkoMandy pointed out that having bugs crawling around
isn't that inviting... :)
