IRC: update link to channel logs

Echelog.com has stopped logging #haiku and #haiku-3rdparty.
There's a replacement for the #haiku channel, #haiku-3rdparty has
so few traffic it's not deemed necessary to log at this time.

- Includes what to do to report problems
- Move communication matters at top of the page
- Merge the forum section with the general one, these rules apply everywhere
- Add a warning in the mailing list section that posts cannot be edited or deleted
- Various changes to the wording

* Let's make getting involved with the project as easy as it can be.
Listing the projects we maintain and ideas we have can help people
see what and who we are looking for and have "I can do that!"
moment.
* To the point above, put the link on the front page. I am a
contributor and finding that page took me longer than it should
(a few seconds).
* List specific things above the generic ones. Usually people don't
like to think too hard, and they probably won't do that for the
project unless they're really invested. But if they are they don't
look at Getting Involved page anymore.
