Changes in SUMMARY, DESCRIPTION and whitespace.

Removed the full-stop and repeating package name in SUMMARY.
Removed hard line breaks, broke up some very long paragraphs and
use bullet lists where possible.
All done by browsing through HaikuDepot. There may be (many) more left
in the whole haikuports repo...
Included 10 extended desriptions done by soyoye14 for GCI 2014
(https://www.google-melange.com/gci/task/view/google/gci2014/5240373098053632 )
Removed/insert whitespace where it seems to be the custom in recipes.
Sometimes rearranged elements of a recipe (moving license and copyright
up, for example).

The bin commands were already excluded from the package because of
where they were installed. This just gets rid of the policy warning

I tried a bit, but there's no easy way of building with gcc 2, as the
code makes heavy use of C99 features. Should we really need to build
it with gcc 2, we should at least deal with the local variable
declarations not at the beginning of a block in an automated fashion.

Disable nls when building sharutils, will need to patch lib/inttostr.c once a correct patch is figured out. Commenting out

lines 35, 36 and 46 allows it to build, but may not work as expected. A better fix is needed. Patches welcome.

Added tar-1.22 with a small patch to allow the test suite to build.

Cleanup up the Copyright field on several of my old .OPD files.
This was done to match the example at http://www.haiku-os.org/node/2525 which
doesn't contain a comma bewtween the date and the copyright owner.
